TSA doesn’t set pet carrier size limits—the airlines do. For air travel in the cabin, your pet carrier must fit completely under the seat in front of you. Most airlines list maximum dimensions for soft-sided carriers around 17–19 inches long, 10–12 inches wide, and 8–11 inches high. Soft-sided styles are often allowed a small amount of flex to slide under the seat comfortably.
Because every aircraft and airline is a bit different, always check your specific flight’s under-seat dimensions before you go. Measure length (nose to base of tail) and height (floor to top of shoulder) for your dog, add a little wiggle room for comfort, and compare that to the airline’s limits. Your pet should be able to stand up, turn around, and lie down naturally inside the carrier.
At TSA security, you’ll remove your pet and carry or walk them through the metal detector while the empty carrier goes through the X-ray machine. Keep your leash handy and plan a little extra time so your dog stays calm and comfy.

TSA does not approve carrier sizes; airlines set the limits. Generally, soft-sided carriers around 17–19 in L x 10–12 in W x 8–11 in H are common, as long as they fit under the seat and allow your pet to stand, turn, and lie down.
Size is determined by whether your pet can comfortably fit inside a carrier that meets your airline’s under-seat dimensions. If your pet can’t stand and turn around in an airline-compliant carrier, they may need to travel in cargo instead.
At security, remove your pet from the carrier and carry or walk them through the metal detector while the empty carrier is X-rayed. Keep your pet leashed, and follow airline rules for check-in and boarding.
